Do Cash App, Venmo and PayPal block gambling transactions?

Gambling restrictions, merchant approval and personal payment controls are different things. Here is what the US policies say, what a Cash App Card lock covers, and why PayPal's GB instructions need a country check. This page covers Cash App and the Cash App Card, Venmo and PayPal (US).

The short answer

A payment app's gambling policy is different from a gambling block you can switch on. The US public documentation reviewed here does not establish a user-enabled gambling block for Cash App, Venmo or PayPal. Cash App and Venmo describe approved-merchant exceptions to their restrictions. PayPal publishes a gambling control in its GB help centre; do not assume those instructions apply to a US account.

What each payment app actually documents

Cash App: policy exceptions

Cash App restricts gambling activity, with an exception for legal activity at merchants approved by Cash App and its banking partners. That merchant policy does not establish a personal gambling block that an account holder can enable.

Cash App: acceptable use policy

Cash App: card-lock scope

Cash App's terms say a card lock prevents future card transactions; transactions initiated before the lock can still process. The terms distinguish locking the Card from locking the Cash App Tag. Do not treat a card lock as a freeze on every way money can leave the account.

Cash App: terms, card-lock section

Venmo: prior approval and location

Venmo's gambling restriction has an exception requiring prior operator approval and lawful jurisdictions for both the operator and its customers. The exception concerns payment eligibility, not a customer-selected gambling block.

Venmo: prohibited transactions

PayPal: US policy and GB feature

PayPal's US help page describes gambling restrictions and merchant-approval conditions that depend on jurisdiction. Its GB help centre separately documents a gambling block. A policy restriction and a switch in another country's product documentation are not evidence that your US account has that switch.

PayPal US: gambling policy

PayPal GB: coverage and delay

PayPal's GB gambling block covers eligible payments identified as gambling or lottery transactions. Classification limits mean it may miss payments. After disabling the block, a three-day cooling-off period applies. Check the help centre for your account's country before relying on this feature.

What changed in this review?

This review restores the approved-merchant exceptions omitted from our earlier policy summaries and removes the claim that these apps never stop gambling payments before they happen.

What can Cash App, Venmo and PayPal actually stop?

A documented control to consider: Lock the Cash App Card.

Where it is
Cash App → Card tab → use the card-lock control. Labels can change; consult Cash App's current card help if the control is not visible.
What it stops
Future Cash App Card transactions while the card is locked.
What still gets through
Transactions initiated before the lock may still process. Cash App's terms distinguish the Card lock from the Cash App Tag lock. A card lock does not establish a block on other payment methods or on separate Venmo and PayPal accounts.
Undo delay
No gambling-specific delay is documented in the sources reviewed. Confirm the unlock rules for your account.

What don't they cover?

  • The US public documentation reviewed does not establish a user-enabled gambling block for these three apps. PayPal publishes separate GB gambling-block instructions.
  • A gambling policy is an eligibility rule, not proof that every restricted payment will be caught or that every permitted payment will pass.
  • A Cash App Card lock covers the card; it should not be treated as an account-wide freeze or a block on the other apps.

What works instead at Cash App, Venmo and PayPal?

In this order, tonight, while the resolve is there.

  1. 1 Use each betting operator's official self-exclusion process. It restricts the gambling account rather than a single way to fund it.
  2. 2 Check your state's self-exclusion program and which operators or activities it covers.
  3. 3 Review saved payment methods and scheduled deposits with each operator. Removing one funding source does not close a gambling account.
  4. 4 Add a device-level blocker and check its coverage and removal rules. Use it alongside self-exclusion rather than assuming any single control covers everything.

Is a bank block enough on its own?

A card control does not close a gambling account or necessarily restrict other payment methods. Consider combining it with: self-exclude inside each betting app, your state's self-exclusion program where one exists, and a device-level gambling blocker. The full method is in the guide to blocking gambling transactions at your bank. If you want the number that makes the case, work out what this is costing you a year.
